Guiding Principles for Resident District Commissioners: Buyinza Adam Luzindana’s 10 Dos and 10 Don’ts for Effective Service
In Uganda, Resident District Commissioners (RDCs) play a vital role in ensuring the effective implementation of government policies, programs and presidential directives at the district level. As representatives of the President, RDCs are expected to serve the people, maintain law and order, and uphold the President’s vision for Uganda’s development. Buyinza Adam Luzindana, a former Regional Chairman for NRM Youth League Kampala Region and now Team Leader/CEO of Public Opinions International, has compiled a set of guiding principles to aid Resident District Commissioners (RDCs) in their duties. Here are 10 dos and 10 don’ts for RDCs:
THE DOs
- Serve the people: Prioritize the needs and concerns of the local community.
- Execute duties diligently: Carry out constitutional responsibilities with integrity and accountability.
- Maintain law and order: Ensure public safety and security in the district.
- Coordinate government services: Oversee the implementation of government programs and policies.
- Listen to all parties: Remain impartial and hear out different perspectives.
- Seek facts before action: Gather information before making decisions or taking action.
- Work with Local Authorities: Collaborate with local government officials and agencies.
- Provide information and education: Inform the public about government initiatives and programs.
- Monitor government programs: Ensure effective implementation and report on progress.
- Uphold the President’s vision: Align actions with the President’s goals for Uganda’s development.
DON’Ts:
- Don’t cater to political masqueraders: Avoid being swayed by individuals with false claims of power or influence.
- Don’t engage in corruption: Refrain from unethical practices and maintain transparency.
- Don’t ignore the people’s concerns: Address citizen complaints and issues promptly.
- Don’t take sides: Remain impartial and avoid favoritism.
- Don’t compromise national security: Prioritize the safety and security of the district.
- Don’t neglect duties: Regularly report to work and carry out responsibilities.
- Don’t abuse power: Use authority for the greater good, not personal gain.
- Don’t disregard the law: Uphold and enforce the law, without exception.
- Don’t neglect local authorities: Collaborate with and support local government officials.
- Don’t betray the President’s trust: Align actions with the President’s vision and goals for Uganda’s development.

ROLE OF THE MINISTER FOR PRESIDENCY IN AFFAIRS OF THE RDCs.
The Minister for the Presidency in Uganda plays a significant role in overseeing the Resident District Commissioners (RDCs). Some of the key responsibilities of the Minister for the Presidency regarding RDCs include:
- Supervision: The Minister for the Presidency, under the guidance of the President, is involved in the appointment and supervision of RDCs.
- Policy Implementation: The Minister ensures that RDCs implement government policies and programs at the district level.
- Coordination: The Minister coordinates the activities of RDCs with other government ministries, departments, and agencies.
- Guidance and Support: The Minister provides guidance and support to RDCs in executing their duties, including maintaining law and order, promoting national security, and overseeing local government activities.

THE RDCs SECRETARIAT

- Administrative Support: Providing administrative assistance to RDCs, including managing correspondence, scheduling meetings, and maintaining records.
- Policy Guidance: Offering guidance on government policies, programs, and directives to ensure RDCs are informed and compliant.
- Coordination and Liaison: Coordinating with other government ministries, departments, and agencies to facilitate RDCs’ work and ensure effective implementation of government programs.
- Training and Capacity Building: Organizing training and capacity-building programs for RDCs to enhance their skills and knowledge in governance, leadership, and service delivery.
- Monitoring and Evaluation: Assisting in monitoring and evaluating the performance of RDCs, providing feedback, and identifying areas for improvement.

RDCs are advised to utilize the RDCs Secretariat to the fullest extent, leveraging its expertise and resources to enhance their work. WHAT THE GOVERNMENT EXPECTS FROM RESIDENT DISTRICT COMMISSIONERS (RDCS):

- Effective Implementation of Government Policies and Programs: The government expects RDCs to ensure the effective implementation of national policies, programs, and directives at the district level. This includes coordinating with local authorities, monitoring progress, and reporting on achievements and challenges.
- Maintenance of Law and Order: RDCs are expected to maintain law and order in their respective districts, ensuring public safety and security. This involves collaborating with security agencies, resolving conflicts, and addressing security concerns.
- Promotion of National Security:The government expects RDCs to play a key role in promoting national security by identifying and addressing security threats, monitoring suspicious activities, and reporting to higher authorities.
- Service Delivery and Development: RDCs are expected to oversee the delivery of essential services such as healthcare, education, and infrastructure development in their districts. They must ensure that these services are accessible, efficient, and effective.

Mandate of the District Security Committee Chairman (RDC)
As the Chairman of the District Security Committee, the Resident District Commissioner (RDC) plays a critical role in maintaining law and order, ensuring public safety, and promoting national security in the district. Here are some key aspects of the mandate:
- Oversee District Security: Ensure the overall security of the district, identifying and addressing security threats, and mitigating risks.
- Coordinate Security Agencies: Lead and coordinate the activities of security agencies in the district, including the Police, Military, and other security forces.
- Monitor Security Situations: Regularly assess and report on security situations in the district, providing timely intelligence to higher authorities.
- Respond to Security Incidents: Lead the response to security incidents, such as conflicts, terrorism, or natural disasters, ensuring prompt and effective action.
- Foster Collaboration: Encourage cooperation among security agencies, local authorities, and the community to prevent and resolve security issues.
- Develop Security Strategies: Contribute to the development of national security policies and strategies, providing district-specific insights and recommendations.
