Rt Hon Moses Wetangula is credited for uniting members of all the political parties in the National Assembly to focus on one common Agenda of Serving the people of Kenya other than unproductive political infightings that had in the past years costed Kenyans. He is credited for organizing the Members of Parliament to pass President William Ruto’s Finance Bill, 2023. The Bill passed after a third reading by the National Assembly Finance and National Planning Committee chairman, Kuria Kimani. Tax for digital creators will be charged at 5 per cent. This had initially been proposed to be at 15 per cent.
PROFILE: The Rt. Hon. (DR.) Moses M. Wetang’ula, EGH, MP is the 8thSpeaker of the National Assembly of Kenya since independence in 1963. He was elected to the position of Speaker on Thursday, 8th September 2022 during the First Sitting of the National Assembly of the 13th Parliament.The Hon. Speaker Wetangula’s engagement in public service spans across forty years. He began his service in the Judiciary as Magistrate in 1982 and served in various stations across the country including Kithimani, Machakos, Kisii and Rongo. Notably, the Hon. Wetangula joined the judiciary at the same time with his immediate predecessor, Hon. Justin Muturi, EGH.The Honourable Speaker began his political career in 1993 when he was nominated to the 7th Parliament (1993-1997). He served for five cumulative terms between 1993 and 2013 as Member of the National Assembly representing Sirisia Constituency, and as Senator for Bungoma (2013-2022). During his first term as Nominated Member, he served as a member of the Speaker’s Panel (Temporary Deputy Speaker), the House Business Committee as well as the Committee on Defence & Foreign Relations. He was also an active Member of the CPA Executive Committee. In the 7th Parliament, he led various reforms to the rules of procedure of the House and was the Leader of Kenya delegation to the African, Caribbean and Pacific-European Union Joint Assembly (ACP-EU, JPA).During his first term in the Senate (2013-2022) and part of his second as Senator for Bungoma County, the Hon. Wetangula served as the Senate Minority Leader, and a member of the Senate Business Committee. He also served as a member of the Senate Standing Committee on Defence & Foreign Relations and the Committee on Finance & Budget.Prior to 2013, the Hon. Speaker Wetangula held various cabinet portfolios. Between 2011 and 2013, the Hon. Wetangula was the Minister for Trade, and also served as the Chairperson of the African Union Peace & Security Council. Between 2004 and 2007, he served as Assistant Minister for Foreign Affairs before being appointed Minster for Foreign Affairs, a position he held up to 2011.On leadership and nation building, the Hon. Wetangula, while giving his acceptance speech, upon his election as the Speaker of the National Assembly, observed that –“One of the greatest leadership lessons I carry with me to date is that a leader is a servant of the people. I live by the great words of the 22nd and 24th US President Grover Cleveland who served between 1885-1889 and 1893-1897 who once said that ‘…Office holders are the agents of the people, not their masters.’ These words always ring true to me and hence moving on, I will be your (the National Assembly’s) servant and agent.”

Speaker of the National Assembly of South Sudan
Rt Hon. Jemma Nunu Kumbawas born in 1966. She became the first woman to preside over the parliament of South Sudan. Jemma Nunu Kumba was born in Tombura County of Western Equatoria. During her childhood, she moved from Tombura County to a refugee camp in Central Africa. She later attended secondary school at Juba Day in Juba from 1983 to 1986 in Juba. In 1991, Comrade Jemma left Khartoum and effectively joined her husband in Kidepo Valley, one of the SPLM/A liberated areas by then.In the 1990s, Kumba worked as administrator of a company with ties to the Sudan People’s Liberation Army (SPLA) and then as a coordinator for the New Sudan Council of Churches.When her husband was appointed Sudan People’s Liberation Movement (SPLM) representative to Namibia, Kumba moved with him. While in Namibia she enrolled at the University of Namibia, studying Economics and Management Science, and graduated with Bachelors Degree in Public Administration and Political science from 1999 to 2002. In 2002, she participated in peace talks on behalf of SPLM in Kenya. After the Comprehensive Peace Agreement (CPA) in 2005, she served as a member of parliament in Khartoum. Kumba is a member of the SPLM party.
Kumba was the first woman to serve as governor after the CPA.She was appointed Governor of the Western Equatoria State in 2008. In June 2010, she was appointed as GOSS Minister of Housing and physical planning. On 26 August 2011 Hon. Jemma Nunu was reappointed the Minister for Housing and Physical Planning in the Cabinet of South Sudan. On January 9 2012, Hon. Jemma was appointed as a member of the National Constitution Review Commission (NCRC). On 3 August 2013, President of South Sudan Salva Kiir Mayardit shuffled several ministers and deputies, moving Kumba to Minister of Electricity, Dams, Irrigation & Water Resources.By July 2016 she was Minister of Wildlife Conservation and Tourism.
In October 2015, President Kiir Mayardit, appointed Kumba to serve as Deputy Secretary General of SPLM. At the same time, Salva Kiir dissolved national secretariats and tasked Kumba with recommending new party secretaries. Commrade Jemma Nunu Kumba was appointed Minister of Gender, Child and Social Welfare in 2018. After the signing of the R-ARCSS, in 2019 Comrade Jemma was appointed as the Minister of Parliamentary Affairs.Comrade Jemma has been an SPLM member since its inception in 1983 and was an active member from within the student’s movement since she was a high school student at Juba Day Secondary School.In 1991, Comrade Jemma left Khartoum with her two little daughters, aged 2.5 and 1 respectively and effectively joined her husband in the Kidepo Valley, one of the SPLM/A liberated areas by then.From 1993 to 1994, she worked at NITCO, an SPLM transport company in Kampala, Uganda, as an Administrator Secretary.From 1993 to 1994; she studied business studies, focusing on bookkeeping at the YMCA Comprehensive Institute in Kampala, Uganda.
Between 1994 and 1996, she served as a relief coordinator in the New Sudan Council of Churches in the SPLM/A liberated areas in Equatorial, Upper Nile Regions including Nuba mountains.In 1997, she worked as the women and youth program desk officer for the New Sudan Council of Churches in Nairobi, KenyaFrom 1997 to 1998, the New Sudan Council of Churches partners offered her a nine-month diploma course, on scholarship, in Kitwe, Zambia; in which she obtained a Diploma in Leadership Development for Women.From 2001-2002, she worked as an intern for the World Health Organization (WHO) in Windhoek, Namibia.
In 2002, she was appointed by the late Chairman of the SPLM, Dr. John Garang de Mabior as one of SPLM peace negotiators in Machakos and Naivasha, Kenya.In 2003, she attended diplomacy training in Asmara,Eretria.From 2003 to 2005, Comrade Jemma was a gender advisor for Christian Aid, Southern Sudan Program,a United Kingdom-based organization in Nairobi,Kenya.In 2005, she was among the SPLM advance team sent to Juba. And was nicknamed “NAKIDEN” by the people of Juba; because she was the only woman in the delegation. In August, 2005, she was appointed by the SPLM to the National Parliament in Khartoum, where she served as the chairperson for the Committee of Economics Affairs. It was the first time for a Southern Sudanese and a woman to head such a committee.In December 2005, Comrade Jemma was nominated to represent Sudan as one of the five members of Sudanese parliamentarians to the Pan-African Parliament (PAP) in Midrand, South Africa, and also served as the head of this delegation. She was also the first Southern Sudanese woman to be at Pan-African Parliament (PAP), where she also served as a member of the Committee for Co-operation, International Relations and Conflict Resolution.
In January, 2006, she attended a training program on Women and Public Policy at John F.Kennedy School of Government,Harvard University,Boston,USA.In October, 2007, she competed with male candidates from Liberia and Cameroon for the position of deputy chairperson of the Committee for Cooperation,International Relations and Conflict Management.Comrade Jemma Kumba won the election as the Deputy Chairperson of the committee and held the position until 2008 when she was appointed as a Governor of Western Equatoria State.During her reign as a member of National Assembly in Khartoum, she was a member of the Advisory Council for the Ministry of Foreign Affairs. She also served as a member of National Council for African Peer Review Mechanism. During this period, she attended various international forums including the First Sudan Consortium Meeting in Paris, France and the Joint Sudanese and German Business Forum in Frankfort, Germany.
She attended the African Union Conference on the AU Policy for Post Conflict Reconstruction and Development in Lusaka, Zambia. She also went for study tour on elections systems and observation in Buenos Aires, Argentina.Comrade Jemma, is a member of worldwide Women Network Organization known as Initiative for Inclusive Security.In 2006, Comrade Jemma spear-headed the formation the Sudanese National Women Parliamentary Caucus in the National Assembly in Khartoum as an umbrella for all women Parliamentarians in Sudan and served in this body as the Deputy President.
In 2006, she was appointed as a member of SPLM National Liberation Council; and in 2007 subsequently as a member of the SPLM Political Bureau a position she held to date.In February 2007, she participated in the first International Women Parliament Conference in Kigali, Rwanda, which brought together very high profile and prominent women from all over the world, including the former Liberian President H. E. Hellen Johnson Sirleaf and the wife of Tony Blair, female speakers and Senators.
In 2008, she was appointed governor of Western Equatoria State and was the first and only female governor in Southern Sudan and the whole of Sudan after the CPA and thereafter became the state SPLM Chairperson in Western Equatoria State.
On September 7, 2011, Jemma was appointed as Chairperson of Ministerial Committee for Building Ramciel Union and/or National Territory of the Republic of South Sudan.On January 9, 2012 Comrade Jemma was appointed as a member of the National Constitution Review Commission (NCRC).
On Monday, August 2nd, 2021, Hon. Jemma was unanimously endorsed by the members of the of RTNLA as the Right Honorable Speaker of the Revitalized Transitional National Legislative Assembly (RTNLA) (The First Female Speaker in The Parliament of The Republic of South Sudan).
Rt. Hon. Speaker, Jemma Nunu Kumba is a mother of four children, three girls and a boy, she hails from the Azande tribe in Western Equatoria State. She is the wife of Hon. Dr. Festo Kumba, the former Minister of Animal Resources and Fisheries who was appointed to that position on October 22nd, 2005 by The President of the then government of Southern Sudan, His Excellency General Salva Kiir Mayardit. Hon. Dr. Festo Kumba currently is one of the MPs of the South Sudan Parliament.
On August 2nd, 2021, on the occasion of assuming the speakership, Rt. Hon. Jemma Nunu Kumba gave the following maiden speech. It is my humble conviction that the citizens of South Sudan, represented by the Honorable Members in this august house, stand with President Salva Kiir Mayardit and appreciate him for this patriotic move. It is hoped that, from now onward, Southerners will firmly join the President in the noble endeavor to achieve full emancipation and empowerment for the women of our country. Accounting for nearly 60 % of our country’s population, the women constituency is too huge to ignore and marginalize.

Rt Hon.Donatille Mukabalisa was born on July 30 1960, in Nyamata. She is a visiting scholar teaching law at Kigali Independent University.She worked at the World Health Organization at the end of her studies and for 16 years at the United Nations Development Program.Mukabalisa decided to become involved in politics in 2000during the transition period that followed the arrival of Gen. Paul Kagame as President of the Republic of Rwanda. She joined the Liberal Party of Rwanda which at the time was not the ruling party at the time but supported Paul Kagame’s Rwandan Patriotic Front party. She was elected to the parliamentary of Rwanda after the elections of October 2003. She remained in that position from 2003 until 2008. From 2011 to 2013, she became a senator. She then returned as a Member of Parliament after the 2013 legislative elections and as a candidate for the presidency of the Chamber of Deputies in spite of the few seats held by her party.From July 2000 to 2003, she was a Member of the Rwanda National Transitional Assembly and Deputy Chairperson of the Standing Committee on Economy and Trade.In 2003 she was elected Deputy Chairperson of the Standing Committee on Political Affairs and Gender.Since October 2011, she was a Senator (Upper Chamber) and she was elected by senators as Deputy Chairperson of the Standing Committee on Political Affairs and Good Governance.After two years in the Senate, on 4th October 2013 she was elected Speaker of the Chamber of Deputies/Parliament of Rwanda. Hon. Mukabalisa Donatille is also the Chairperson of the Liberal Party.

Ms. Ackson became a parliamentarian in 2015. She is the Speaker of the Bunge, the National Assembly of Tanzania, a position to which she was appointed in 2022 after a period as Deputy Speaker. Ms. Ackson also served as Deputy Attorney General in 2015.Ms. Ackson has bachelor’s and master’s degrees in Law from the University Of Dar es Salaam, Tanzania and a Doctorate from the University of Cape Town, South Africa. She is an advocate of the High Court of Tanzania and a member of the Tanganyika Law Society. Ms. Ackson also taught at the Faculty of Law at the University of Dar es Salaam.The parliamentarians voted in a secret ballot. With four candidates on the ballot, the new IPU President was elected with 57% of the vote after a single round of voting.Ms. Ackson is only the third woman President of the IPU after Najma Heptulla from India (1999–2002) and Gabriela Cuevas from Mexico (2017–2020). She is also the first African woman to hold the position.Ackson was born on 23 November 1976 in Bulyaga Ward, Tukuyu Division, Rungwe District, Mbeya Region. Ackson passed her primary education at Mabonde Primary School in Tukuyu from 1984 to 1990 where she obtained a certificate of Primary Education. She was selected to join Loleza Girls Secondary School in Mbeya where she obtained certificate of Secondary Education in 1994, and obtained an Advanced Certificate of Secondary Education at Zanaki Girls Secondary School. She then joined the University of Dar es Salaam in 1998 where she obtained a bachelor’s degree in Laws in 2001. Ackson graduated with a master’s degree in Law in 2003. In 2004 she did her Bar Examinations and obtained a Certificate for Legal Practice in Tanzania. She was admitted at the University Cape Town in 2005 for a Doctoral studies and obtained a Doctorate in Philosophy in 2007.Ackson joined the University of Dar es Salaam in 2001 where she started to work as a Postgraduate Teaching Assistant. She was promoted in 2004 to an Assistant Lecturer after successful completion of her master’s degree in Law. In 2007 she was promoted to a lecturer after obtaining a Doctorate. In 2009 she became the Associate Dean of the University of Dar es Salaam School of Law and served in that position for a total of six years, thus, two terms of three years consecutively. She was promoted to a Senior Lecturer in 2011. In February 2014 Ackson was appointed by the President of Tanzania, Jakaya Kikwete, as a member of the first Constituent Assembly of Tanzania, representing higher learning institutions. She is a Member of Tanganyika Law Society, East African Law Society, and Southern African Development Law Society.Ackson is an expert in social security law, labour law, wildlife management laws, trusts, probate and administration of estates law, project financing and mining law.Ackson’s experience also includes general commercial agreements, such as joint ventures, agency agreements, distributorship agreements, service agreements, mergers and acquisitions, Initial Public Offerings, Management Buy-Outs, employment, commercial and competition law.
Ackson is a practitioner with over 10 years’ experience in employment law. She regularly writes articles and talks on employment law matters and her practice covers all aspects of Tanzania employment law, from hiring, to firing, to handling disputes between employers and employees.
Ackson was appointed by President Jakaya Kikwete as Deputy Attorney General, serving from 9 September 2015 to 15 November 2015.On 16 November 2015 Ackson Mwansasu was appointed as a Member of Parliament by President John Magufuli.
