Bills, Petitions and Resolutions Concluded Under the Leadership of Rt Hon Anita Among
Public Opinions is proud to outline the Bills, petitions and resolutions passed and concluded by the Parliament of the Republic of Uganda under the wise leadership of Speaker Rt Hon Anita Among.
One of her biggest achievements has been to build and promote a system of regular communication and consultation with H.E the President of the Republic of Uganda as well as continuous engagement with opposition Leaders in Parliament. She has steered the National Assembly to serve the interests of the people of Uganda. Uniting the members of parliament has always been her topmost task.

PETITIONS CONCLUDED
- Petition on delayed commencement of medical internship for 2023 intake, and welfare of medical interns.
- Petition by coffee nursery operators to Government to pay Uganda shillings 42 billion arrears for supplied coffee seedlings.
- Petition on mid-term access of National Social Security Fund (NSSF) benefits.
- Petition by Elivanson Nabatanzi against Prime Linkages Limited regarding her daughter Annet Nakagulire, who was taken to Saudi Arabia through a labour externalization process.
RESOLUTIONS TO AUTHORIZE GOVERNMENT
- To borrow up to UA 125.6 Million (Euro 147.69 Million) from the African Development Fund and UA 50 Million (Euro 59 Million) from the African Development Bank and Euro 25.9841 Million from the Corporate Internationalization Fund of Spain for the refurbishment of the Kampala-Malaba Meter Gauge Railway Project.
- To borrow up to Special Drawing Rights (SDR) 374.8 Million (Equivalent to USD 518 Million) from the International Development Association (IDA) of the World Bank Group and receive a Grant of Special Drawing Rights (SDR) 34.8 Million (Equivalent to USD 48 Million) from the International Development Association (IDA) of the World Bank Group, and also borrow up to Euros 40 Million (Equivalent to USD 42.66 Million) from Agence Francaise de Development (AFD) to finance the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP).
- To borrow up to USD 325 million and receive a grant of up to SDR 19.5 million (equivalent to USD 25 million) from the International Development Association (IDA) of the World Bank Group to finance the Uganda Climate Smart Agricultural Transformation Project.
- To borrow up to Renminbi (RMB) Yuan 1,050,000,000 from the Export-Import Bank of China to finance the supply, installation, commissioning and support of the National Data Transmission Backbone Infrastructure/E-Government Infrastructure Project Phase V.
- To borrow UGX 3.5 trillion from the domestic market to finance Supplementary Expenditure Schedule No.1 for FY 2023/24.
- To borrow up to USD 295 million from the Islamic Development Bank and USD 30 million from the OPEC Fund for International Development for the upgrading of National Roads Project in Uganda.
- To pre-finance the reconstruction of Masaka-Mutukula road (89.5Km) and rehabilitation of Nyendo-Villa Maria road (11Km), upgrading of 3.5Km access road to the Uganda People’s Defence Forces barracks in Masaka, 3.5Km access road to Masaka Industrial Park and an additional scope of 28.5Km for Kikagati-Kafunzo road at a total cost of UGX 691,680,000,000.
- Resolution to Grant Leave to Basalirwa Asuman (Bugiri Municipality) – The Anti-Counterfeiting Bill.
- Resolution to Grant Leave to Muwanga Kivumbi Muhammad (Butambala County) – The Public Finance Management (Amendment) Bill.
- Resolution to Grant Leave to Rwabushaija Margaret Namubiru (Workers’ Representative) – The Human Resource Management Professions Bill.
- Resolution to Grant Leave to Akamba Paul (Busiki County) – The Magistrates Courts (Amendment) Bill.
- Resolution to Grant Leave to Yeri Ofwono Apollo (Tororo Municipality) – The Rainwater (Harvesting and Storage) Bill.
- Resolution to pay tribute to the late Lady Justice Amoko Stella Arach, Supreme Court Judge.
- Resolution to appreciate Team Uganda, for their exceptional performance at the World Athletics Championships 2023 in Budapest, Hungary.
