Ms Silvia Angey Ufoyuru-Head Governance and Public Sector Planning at National Planning Authority (NPA) was accredited by Public Opinions International with Uganda Who is Who Certification in recognition of her contribution towards attainment of Uganda Vision 2040 and United Nations Sustainable Development Goals.
Ms. Angey brings to this position two decades of practicing, programming and managing development programmes in the Public Sector, Private Sector, Civil Society Organizations and Development Partner Organizations. Key experiences include: Management, , Strategic Planning, Project management, international relations, Governance, Human Rights, Gender Analysis, Policy development and Advocacy, and Development planning from both local and regional perspectives.
Ms. Angey participated in preparation of the 30-year Uganda Vision 2040; First and Second Five-year Uganda National Development Plans for the period 2010/11-2014/15 and 2015/16-2019/20 (www.npa.ug ), ensuring integration of APRM, NEPAD and Human Rights Based Approach.
She also coordinates the New Partnership for Africa’s Development (NEPAD) and the Human Rights Based Approach programmes in the Authority, providing technical support to both initiatives in Uganda, covering sectors and local governments.
Amongst her various positions, Ms. Angey was the Country Coordinator for APRM/NEPAD Secretariat based at the Authority from 2005-2010 spearheading the first APRM Country Review Process and coordinating NEPAD Initiatives, including supporting reporting on progress on the APRM Programme of Action by the H.E the President to the ARPM Forum and subsequently African Union; Ex-Officio Member, Uganda APRM Commission 2005-2008; Programme Coordinator Democracy and Human Rights with DANIDA; Programme Manager, Advocacy, Research, and Fundraising with CDRN; and with several Civil Society and private sector organizations as Staff and at Board level.
She has done several consultancy works with the United Nations Economic Commission for Africa, United Nations Development Programme, and United Nations Office of the High Commissioner for Human Rights, among others. This provided her with a good Grasp of the socio-economic and development context in Africa as part of the NEPAD, African Peer Review mechanism, and Human Rights Based Approach programmes, with in-depth knowledge of Uganda, Mauritius, Mozambique, Tanzania, Kenya, Rwanda and Ghana, among other African Countries.
Other responsibilities: Ex-Officio Member of the Uganda African Peer Review Mechanism (APRM) National Governing Council (NGC) 2014-2017. As an Ex-Officio Member appointed by Cabinet, she is charged with ensuring leadership for the APRM process in Uganda, providing Secretariat support to the APRM NGC, and ensuring its integration in the National Development Planning processes.
She holds a Masters of Arts, Economic Policy Management, Makerere University Kampala (World Bank/ACBF Scholarship); Bachelors of Business Administration, Makerere University Kampala, Uganda. Diploma in Information Technology, Institute of Data Processing, Kampala.
