Multiplex Limited is a Nominee for the 2019 Uganda Responsible Investment Award (URI Award) slated for 22nd November 2019 during a High Level Uganda Responsible Investment Summit and Award Ceremony. The 2019 Uganda Responsible Investment Summit and Award Ceremony is organised by Public Opinions and Office of the Minister of State for Privatisation and Investment. The award is offered to Companies and organisations which promote and uphold International Best Standards and Practices and have made tremendous contributions towards attainment of Uganda Vision 2040 and the United Nations Sustainable Development Goals.
Multiplex Limited was established in 1984 by Mr Moses Bbosa. As of the now the Company is worth 10 Billion shillings and it employ 1300 Ugandans.
Multiplex Limited was Contracted by Kampala Capital City Authority (KCCA) to
Manage and Modernise Street Parking in Kampala City.
The Contract was signed in August 2010 for a period of 10 years.
Under the Contract, Multiplex Ltd. was required to Roll Out Pay and Display Parking Meters (P & D), Procure and Deploy Handheld Meters on Roads where P & Ds were considered unsuitable and increase the number of Automated Number Plate Recognition units to ease Enforcement.
Study on Management and Modernization of Street Parking
The Contract was preceded by an in-depth study followed by a Pilot Project involving deployment of Pay & Display and Automated Number Plate Recognition Units for enhancement.

- Review of available Parking Technologies
- Status of Parking Management Operations
- Review of Traffic Congestion Solution
- Parking Fee Structure
Recommendation of appropriate Technology mix for Kampala
Objectives for the Study
- To increase efficiency of service delivery and customer satisfaction
- To reduce the number and value of defaults on Parking fees
- To increase revenue from Street Parking for the benefit of all Stakeholders
- To achieve reasonable Automation without substantial loss of jobs.
Kampala being a Capital City of Uganda, an Administrative Centre and Commercial hub attracts a lot of Traffic in various forms.
The vehicles using Kampala Roads include Private Vehicles (Cars and Pick-ups), Goods Vehicles, Motor Cycles and Public Transport Fleet. The vehicles that use Kampala Roads are around 60% of total Motor Vehicles registered in the Country.
The Public transport commuters are dominated by 14 Seater Passenger Taxis, Single Passenger Commuter Taxis (Bodabodas) and 4 Passenger Rental Cars (Special Hire). The number of large Public Transport Buses in the City is very small relative to the population.
The dominance of small Public Transport Commuters coupled with rapidly rising population of both people and vehicles has created serious Traffic Congestion.
Our goal is to provide safe, orderly, and fair parking for employees, students, and visitors to Kampala. We strive to make City parking on as convenient as possible, while promoting safe movement of vehicles, providing for pedestrian safety.
