Uganda commonly known as the Pearl of Africa is blessed with people of different professions but today we bring you a list of the best 14 Medical Specialists in Uganda who have invested their lives, knowledge and resources to offer the best medical services to the people of Uganda. The best 15 Doctors and medical specialists were nominated by the people of Uganda through a survey conducted by Public Opinions on over 1000 whatsapp groups and in communities. Here is the list
1.Dr. John O.O. Omagino

Dr. John O.O. Omagino is a Consultant Cardiac Surgeon and Executive Director / Accounting Officer at Uganda Heart Institute (UHI). He is also a member of the UHI Board of Directors and past president of the Uganda Heart Association. He has been a visiting lecturer for over 10 years and has supervised over 40 post-graduate medical research studies at the College of Health Sciences, Makerere University. Dr. Omagino has been instrumental in establishing cardiac services in Uganda and his life goal is to improve access to cardiac surgery for children and young adults in low and middle-income countries like Uganda. He has received Medals and Awards such as Independence medal, Rotary District 9200, Ministry of Health Outstanding Achievement Award, among others for his outstanding contributions in promoting cardiac care in Uganda. Recently, Dr. Omagino is currently a proud member of the American College of Cardiology.
2. Dr. Jackson Orem, MBChB, MMed, PhD

Dr Jackson Orem is a medical oncologist and honorary lecturer of Makerere University and Executive Director of the Uganda Cancer Institute. The UCI is a teaching and research institute of the Government of Uganda under the Ministry of Health. Orem spearheaded the creation of the East Africa’s Centre of Excellence in Oncology at the UCI with a mandate to provide specialized cancer care research and training for the entire East Africa region under the East African Community (EAC) network of Centers of Excellence. He also leads the development of several international collaborations with renowned international cancer centers and institutions for infrastructure, human resource capacity development; institutions include: Fred Hutchinson Cancer Research Center, University of Washington, Case Western Reserve University, National Cancer Center of Korea and most recently, the University of Cambridge. Orem is a Principal investigator on several NIH-supported research projects and recipient of industry-supported grants, etc. GSK-funded Noncommunicable Disease Open Lab, MERCK, and ROCHE. Orem has strong international collaboration with civil society organizations such as American Cancer Society and is the alternate chair for African Cancer Coalition. In collaboration with IAEA, Orem is the national lead to develop radiotherapy services.

Dr. Birabwa-Male Doreen is a Paediatric Surgeon by Profession and currently serves as the Deputy Executive Director of Mulago National Referral Hospital since 2011. She is self-discipline and has great experience and strength in managing Health Institutions acquired over the years, working with a diversity of people and corporate governance.Dr. Birabwa very knowledgeable in Patient Safety and Quality Health management systems, holds an MBA from the Eastern and Southern African Management Institute and has trained in Health Management Systems in Israel. She served on the Board of Directors of several organizations.
As a Clinician, Dr. Birabwa participated in research and supervision of students doing Research and was an editor and reviewer of articles for the Paediatric Surgical Journal, Ano-rectal Malformations in Uganda and Non-Endemic Burkitts’ Lymphoma

4.PROF. CHARLES IBINGIRA

Dr. Charles Ibingira is a Professor of Medicine and Principal, College of Health Sciences (CHS), Makerere University. He holds a Master of Medicine-M.Med (Surgery) and a Bachelor of Medicine and Bachelor of Surgery (MBChB) both from Makerere University.
He has previously served as Dean, School of Biomedical Sciences, CHS, Associate Dean Research, and also as Head, Department of Anatomy/Medical Illustration both in the then Faculty of Medicine. He has also served as the Chairperson, Research and Ethics Committee, CHS. He has several publications as an Associate Professor on Hernia, Mesh and Cerebrovascular Trauma. Dr. Charles is a member of the Uganda Heart Institute Board of Directors and also sits on various boards and is a proprietor of various business enterprises.
5. DR Robert Kalyesubula, Mbchb
Kidney Specialist,Executive Director Access Uganda

Dr. Robert Kalyesubula is one of three kidney specialists in Uganda. He has worked in internal medicine, general surgery and nephrology. He has trained in the US and Canada, attended conferences and trainings all over the world, and has treated approximately 70,000 patients in his career.
But, Dr. Robert comes from humble roots. After losing his father at a young age, Dr. Robert grew up as an orphan helping his mother earn the money needed to support his family. He left school in order to work for extra income. If you have the chance to talk with Dr. Robert, he will tell you with a smile how he was rescued by a Canadian organization, and sponsored to return to school. Dr. Robert set big goals for himself, and worked hard to achieve his dreams of supporting other orphans and vulnerable children, and empowering people to achieve their dreams through better access to health and education.
Today, he can look proudly on ACCESS, founded with his colleague Ssewanyana James, and see the impact ACCESS has had on the lives of vulnerable families in Nakaseke. Dr. Robert has devoted his career to serving the people of Uganda, especially those who suffer from HIV/AIDS, infectious disease, chronic illness and poverty.

6. JANE RUTH ACENG

H.E. Dr. Jane Ruth Aceng was appointed as the Minister of Health Uganda in June 2016. She is a pediatrics expert and is currently at the level of Senior Consultant Paediatrics. H.E. Dr. Aceng has vast experience both as a manager and a practicing medical personnel, which she accumulated while serving in various capacities as: Medical Officer, Senior Medical Officer, Medical Officer Special Grade, Medical Superintendent, Consultant Pediatrician, Senior Consultant Pediatrician, Hospital Director, and the Director General of Health Services for the Ministry of Health, Uganda.
7. Dr. David Nahamya

National Drugs Authority (NDA)

Dr. David Nahamya has been appointed Secretary to the Authority of National Drug Authority (NDA) effective August 1, 2019. He joined NDA in April 2001 as an Inspector of Drugs, and later posted as Regional Inspector of Drugs Eastern Region. In 2006, he served as Regional Inspector of Drugs Central Region and later transferred to Head Office as Senior Inspector of Drugs in charge of Licensing Market Surveillance and Enforcement.
In 2017, he became the acting Head Drug Inspectorate Services and later appointed Director Inspectorate and Enforcement. Dr. Nahamya was appointed acting Secretary to the Authority in February 2019, a position he held until being substantively confirmed on 1st August 2019.
Dr. Nahamya who has a span of over 18 years’ experience in drug regulation and management, is a Pharmacist by profession and holds Masters’ degrees in the fields of Pharmaceutical Sciences from the University of Havana, Health Economics from the University of Cape Town, and Business Administration from ESAMI.
On 22nd November 2019, Public Opinions hosted H.E Yoweri Kaguta Museveni at Imperial Royale Hotel and he was recognised as the Uganda Peace and Development Champion
8.DR. CISSY KITYO MUTULUZA

Dr. Cissy Kityo Mutuluuza is a Ugandan physician, epidemiologist, and medical researcher.She is among the pioneers of scientists who scaled up Antiretroviral Therapy (ART) in Uganda and sub-Saharan Africa since 1992.
As member of the AIDS Task force in Uganda and previously a Chair for the AIDS Clinical Care Subcommittee, she was involved in planning and writing the first strategic plan for a national program to increase access to care and ARVs and the national ARV policy.Dr. Kityo has over 20 years of experience in conducting and coordinating research and medical care services. She has been Principal Investigator, Co-PI or investigator for operational, clinical and epidemiological trials of HIV treatment and associated infections including TB, as well as intervention studies aimed at preventing HIV transmission and preparation for HIV vaccines. Her research interests are in clinical trials, operational research, ART implementation studies, and evolution of HIV drug resistance and HIV Reservoirs in developing countries for the HIV Cure Agenda.
9. DR.FRANCIS SSALI

Dr. Francis Ssali is the Deputy Executive Director of Joint Clinical Research Center (JCRC). He is a physician involved in the practice and teaching of HIV–medicine, Internal medicine and Haematology at the Joint Clinical Research Centre and Makerere University Medical School.He is a Principal Investigator for HIV-Immunopathogenesis “damaged niche hypothesis”, the ACTG -Network, the TMC-278 Phase II (PAINT) clinical trial and the HIV-Reservoir Studies. He is involved in operational, clinical and epidemiological trials of HIV treatment and associated infections including TB, as well as intervention studies aimed at preventing HIV transmission and preparation for HIV vaccines.
Dr. Ssali is a member of the American Society of Hematology and the East, Central and Southern Africa College of Physicians. He is also a member of Uganda Ministry of Health National ART committee/technical working group as well as the National HIV-Drug resistance committee and the 3rd-line ART committee.
10. ANDREW D KAMBUGU,MB.ChB, M.Med, FRCP (London)

Dr. Andrew Kambugu is currently the Executive Director at IDI and previously was the Head of IDI’s Research Program at Makerere University, College of Health Sciences (MakCHS). Dr. Kambugu ─ an adjunct Assoc. Prof. at the University of Minnesota, USA, is an honorary Senior Lecturer in the Dept. of Medicine MakCHS. He is a medical doctor with a Masters in Internal Medicine ─ both from Makerere University. He also has specialist training in infectious diseases from the Universities of Utah and Manitoba; and is a Fellow of the Royal College of Physicians, UK. In his other roles, Dr. Kambugu is the Chair, Uganda Society for Health Scientists Board and Vice President of the Researchers for Global Health (R4GH) group. He is married to Dr. Joyce Balagadde-Kambugu, a pediatric oncologist at the Uganda Cancer Institute and they have two sons aged nine and four years. Dr. Kambugu also served as the Prevention, Care and Treatment (PCT) programme lead at IDI for seven years before leading the Research program. He has over 14 years of HIV clinical and programming experience and is a member of two national HIV subcommittees of the Ugandan Ministry of Health.
He has made significant research contributions in the areas of antiretroviral therapy and opportunistic infection with over 120 peer-reviewed publications; and is a principal investigator on a CDC-funded national study on task-shifting for antiretroviral therapy.
11.DR.Diana Kanzira Atwine MBChB, MMed

Dr. Diana Atwiine is a Ugandan medical doctor and civil servant. She is the incumbent Permanent Secretary of the Ministry of Health. She was appointed to that position on 4 November 2016 by Yoweri Museveni, the president of Uganda. She is considered by many ugandans according to our survey as the best permanent secretary in the ministry of Health. Prior to her deployment in ministry of health,she served as Head of the State House Health Monitoring Unit.
12:Prof.Harriet Mayanja-Kizza

Prof. Harriet Mayanja-Kizza is a professor of internal medicine and immunology and former dean of the School of Medicine at the Makerere University College of Health Sciences.Prof. Mayanja-Kizza is a researcher in the area of HIV/tuberculosis co-interaction, immuno-pathogenesis and immune-modulation treatment among patients with HIV and pulmonary tuberculosis. Professor Mayanja-Kizza has co-authored over 40 papers in this field over the last 15 years. Other areas of research that Prof. Mayanja-Kizza has ventured into include: clinical trials in new anti-tuberculosis treatments; improved ways of diagnosis, prevention, management of tuberculosis with and without HIV infection; HIV/TB immune-pathogenesis; immune responses in newly HIV infected adults; epidemiology studies in neonates and adolescents in preparation for clinical trials sites in new tuberculosis vaccines in high endemic country sites.
Prof. Mayanja-Kizza has mentored many students, has supervised over 20 graduate training students and has been an external examiner at various universities in Africa. She has served on many national and international bodies; as a WHO advisor in the area of tuberculosis and clinical research towards new TB vaccine research studies, IAVI, Uganda Heart Institute, the Ugandan Medical and Dental Practitioners Council, Hospice Africa (Uganda) Board chair and the Makerere University Council.

Professor Rev. Luboga is an Associate Professor of Anatomy at the Makerere University College of Health Sciences where he has served for over 38 years until his retirement at the end of June 2013. As Head of Department of Anatomy (for nine years) he introduced several innovations such as Student Anatomy Projects for undergraduate and Special Dissections for graduate students. During the eight years he served as Deputy Dean of the Faculty of Medicine, he spearheaded the introduction & implementation of innovative changes in Health Professional Education by transforming all five undergraduate curricula from traditional to a Problem Based Learning / Community Based Education and Services (PBL/COBERS).He also led the team that spearheaded the collaboration between Yale Medical School and the Faculty of Medicine Makerere University. He initiated collaboration with Management Sciences for Health (MSH) in integrating Leadership and Management training into COBES. He also started the non-credit co-counseling course for the health professionals at the Faculty of Medicine. He led a review of the curricula for all postgraduate programmes in the Faculty to ensure that they meet the demands of stakeholders for quality health care and fit within the rules and regulations of Makerere University and National Council for Higher Education.
14. DR IAN CLARK

Dr.Ian Clark is a physician, missionary, philanthropist, entrepreneur, and politician in Uganda having served as a Mayor of Makindye Division.Clarke was born in South Armagh, Northern Ireland in 1952 to Thomas and Jean Clarke. He studied human medicine at Queens University Belfast, graduating in 1976 with a Bachelor of Medicine and Bachelor of Surgery and a Bachelor of Obstetrics, as is customary in Irish medical schools. In 1987, he obtained a Diploma in Tropical Medicine and Hygiene from the Liverpool School of Tropical Medicine (LSTM). He followed up in 1994 with a Master of Science in Public Health, also from LSTM.
Clarke read about the AIDS epidemic in Uganda and decided to come see for himself. He was taken to Kiwoko Village in present-day Nakaseke District in the Luweero Triangle. He arrived in 1987, at the tail end of the Ugandan Bush War, which he had been unaware of until he arrived. He subsequently returned with his family under the auspices of the Church Mission Society to work in Kiwoko. Clarke initially treated his patients under a tree before going on to establish Kiwoko Hospital which, as of March 2015, maintained a nurses training school, a laboratory technician training school, a large community health programme, a neonatal ICU, and full general hospital facilities.
Clarke later moved to Kampala, setting up his first clinic (International Medical Centre) within the Kampala Pentecostal Church Building (Watoto Church) on Buganda Road in Central Kampala. His vision continued to grow and he subsequently opened International Hospital Kampala (IHK) in Old Kampala where the first open heart surgery was carried out. IHK subsequently grew and moved to Namuwongo, another Kampala suburb. The 110 bed facility is the only ISO certified hospital in Uganda and strives to continue bridging the gap in private healthcare provision in Uganda through providing quality, affordable healthcare. The hospital has state-of-the-art facilities including specialties such as obstetrics and gynecology, pediatrics, and plastic surgery
Clarke also writes a weekly column in The New Vision, Uganda’s biggest daily, and has penned two books entitled The Man With The Key Has Gone and How Deep Is This Pothole. He has further projects in Juba, South Sudan and in Zanzibar, Tanzania where his family built, owns, and operates a boutique hotel. His wife Roberta Clarke, lives with him in Kampala. Their oldest son Sean oversees the approximately 12 clinics that his father owns in Uganda. Their daughter Lauren is a nurse and lives in Ireland. Their youngest son Michael runs the family hotel in Zanzibar
