The TOP21 Uganda Health Sector transformation Champions 2023 were recognized by Public Opinions in appreciation of their contributions towards attainment of Uganda Vision 2040 and the United Nations Sustainable Development Goals (SDGs) as well as the second National Health Policy, the third National Development Plan 2020/21 – 2024/25 whose goal is “Improving productivity of labour for increased competitiveness and better quality of life for all” in the health sector.
The Photos and names of the TOP21 Uganda Health Sector Transformation Champions are published on the 2023 TOP21 Uganda Health Sector Transformation Champions Hall of Fame Poster in which over 400,000 Posters will be published and distributed countrywide. The Profiles of the TOP21 Uganda Health Sector Transformation Champions will be published in the Uganda Health Sector Stakeholders FactBook 2023 which will contain profiles of the best Performing Companies,Organisations and Personalities in the Health Sector in Uganda.

Through a countrywide survey and consultations engaging business leaders, local and community Leaders, Youth and Women Leaders, Public Opinions was able to determine the best 21 health sector champions basing on the nominations by the categories of people mentioned above.
Working together with the Private Sector and the development partners, the NRM Government has built 1,079 HCIIIs, 182 HCIVs, 53 district hospitals, 17 regional referral hospitals, five national referral hospitals and five super specialized hospitals. Government is now implementing a policy in which most of the medical supplies and vaccines will be made in Uganda so that importing stops. The number of health facilities (public, private and private not for profit) in Uganda now totals 6,937 in which 45.16% (3,133) of health facilities are Government owned, 14.44% (1,002) are Private and Not For Profit (PNFP) while the remaining 40.29% (2,795) are Private For Profit (PFP) and 0.10% (7) community-owned facilities.
To boost local manufacturing of drugs and medicines in Uganda, The NRM Government under the leadership of President Museveni is providing incentives to promote locally manufactured drugs and medicines. The government is determined to support increase purchasing of locally manufactured drugs and medicines.
Government is partnering with the private sector in the production of human medicines especially the lucrative biological drugs on which Uganda is spending a lot of money. The NRM Government is promoting development of Private Hospitals, Pharmaceutical Companies and Private Laboratories.
The Ministry of Health is implementing the Strategic Plan which is in line with the long-term National Development Goals and objectives as spelt out in the Vision 2040. The Government is committed to Immunization, hygiene, nutrition, vector-control, treatment, combating HIV/IADS Prevalence, maternal health and provision of free drugs in Government Hospitals. This can be achieved with a strong private sector.
