Unveiling the 2024 Certified 75 Uganda Development Champions-Leaders, and their Views on the Achievements of President Yoweri Kaguta Museveni

Public Opinions has recognized 75 Uganda Development Champions and Leaders for their exceptional contributions to achieving Uganda Vision 2040 and the United Nations Sustainable Development Goals-Buyinza Adam Luzizndana CEO of Public Opinions stated. This vision aims to transform Uganda from a predominantly peasant and low-income country to a competitive upper-middle-income country within 30 years.Launched in 2007, Vision 2040 focuses on strengthening the economy’s fundamentals to harness abundant opportunities in areas like oil and gas, tourism, minerals, ICT, and agriculture.

The 2024 national budget theme, “Full Monetization of the Ugandan Economy,” aligns with Vision 2040’s objectives, emphasizing commercial agriculture, industrialization, expanding and broadening services, digital transformation, and market access. The 75 Development Champions and Leaders have demonstrated unwavering commitment to realizing President Yoweri Kaguta Museveni’s vision. Public Opinions, a field-based organization, conducted a six-month survey to identify these champions, who have made significant strides in leadership, public awareness, and investment advisory. Public Opinions is working working towards attainment of Uganda Vision 2040 and the United Nations Sustainable Development Goals through Training sessions in leadership, Diplomacy, Strategic engagements, Public Awareness, Information Dissemination, Printing of promotional and campaign materials, investment advisory,etc.

Agatha Nalubwama a senior Leader of Public Opinions pointed out that by 2040, Uganda aims to reach a per capita income of USD 9,500 hence the reason why Public Opinions support this vision and the United Nations Sustainable Development Goals through training sessions, public awareness, and information dissemination. Notably, Uganda ranks 18th among 52 African countries in SDG implementation, with an overall score of 54.88. The recognition of these development champions marks a significant step towards achieving Uganda’s development goals. Under the Leadership of H.E Yoweri Kaguta Museveni, The National Resistance Movement was founded as a Liberation Movement that waged a successful protracted people’s struggle that liberated Uganda from fascist and dictatorial regimes. The National Resistance Movement restored political stability, respect for human rights, national unity, peace, security, law and order, Constitutionalism and the rule of law;NRM launched and executed a minimum economic recovery programme through rehabilitation and development of socio-economic infrastructure, reduction and control of inflation, promotion of local and foreign investment, promotion of private sector led growth and export oriented production. Today, the National Resistance Movement is implementing the Parish Development Model (PDM), Emyooga, Skilling Projects to transform the people of Uganda into the money economy hence attaining a self-sustaining independent economy.

This increase was largely driven by increased exports of gold (75.7 percent), coffee (21.9 percent), oil reexports (21.8 percent), sim-sim (20.2 percent), tobacco (10.3 percent), cotton (6.9 percent), and light manufactured products (4.9 percent).

Notable achievements include a 44% reduction in maternal mortality ratio, 18.5% decline in under-five mortality rate, and 16.3% decrease in infant mortality rate. HIV infections have decreased to 1.23 per 1,000 susceptible population, below the projected 2.5, while malaria incidence has dropped by 39% and TB incidence slightly declined. The government has also fostered public-private partnerships, supporting the growth of Uganda’s pharmaceutical industry, notably Dei BioPharma, valued at USD 2.5 billion, which will create thousands of jobs and produce one billion doses of mRNA vaccines annually, adhering to stringent global GMP standards, including US FDA, EU, and WHO guidelines, a testament to Uganda’s dedication to improving healthcare outcomes and economic growth.

General Yoweri Kaguta Museveni has succeeded in transforming Uganda’s economy through strategic industrialization, attracting significant Foreign Direct Investment (FDI) and domestic investments.Uganda Foreign Direct Investment grew to 3.01 billion mark as of April 2024, up from $2.8 billion in 2023,while domestic investments grew by 13% to $433.8 million. The Uganda Investment Authority (UIA) has developed a network of industrial parks, including Namanve, Bweyogerere, and Luzira, fostering a diverse range of goods production. New parks are planned in Gulu, Arua, Lira, Hoima, and others, alongside Science, Technology, and Innovation Parks (STIPs) in Pakwach, Kyankwanzi, Kamuli, and Rubirizi. Under Museveni’s leadership, the industrial sector’s contribution to GDP has reached 27.6%, with mining and quarrying at 2%, manufacturing at 15.4%, electricity at 1.3%, water at 2.3%, and construction at 6.6%. The goal is to increase the sector’s GDP contribution to 31% and manufactured exports to 50% of total exports by 2040,demonstrating Museveni’s commitment to sustainable economic growth and industrial development.

Enrollment in primary and secondary schools has skyrocketed to 10.7 million and 2 million, respectively. Over 90% of parishes have a primary school, and 90% of sub-counties have a secondary school. The government has invested heavily in infrastructure development, expanding classroom infrastructure in 138 primary schools and constructing 21 boarding primary schools in Karamoja. Two state-of-the-art silk processing factories in Sheema and Mukono are poised to generate $100 million annually and create 150,000 jobs by 2030. The National Research and Innovation Programme has also yielded remarkable breakthroughs, including Makapads, low-cost ventilators, and efficient Coronavirus Antibody Test Kits. Consolidated Financial Statements provide a comprehensive view of Uganda’s financial position, cash flows, and performance. Additionally, the Integrated Revenue Administration System (IRAS) has boosted local revenue management, while the revamped Treasury Single Account framework has streamlined cash management, reduced banking burdens, and enabled efficient foreign currency transactions. These reforms have improved financial accountability, reduced discrepancies, and enhanced economic development.

Supporting 196,470 HIV-positive clients across 631 health facilities, with a 93% viral suppression rate, Baylor Foundation Uganda has improved healthcare outcomes for thousands. Its laboratory accreditation and research contributions have informed global policy. The Government of Uganda commends Baylor Foundation Uganda’s alignment with the National Health Strategy, scalability, partnerships, and commitment to high-quality care. Together, they remain determined to ensure accessible treatment for children, reducing morbidity and mortality, and securing a healthier future for Uganda.

President Museveni has spearheaded significant advancements in Uganda’s power sector,expanding generation, transmission, and distribution infrastructure. Generation capacity increased to 1378.1 MW as of March 2023, with the upcoming commissioning of the 600 MW Karuma Hydropower Project set to boost capacity to 1978 MW. Over 417 km of transmission lines were added, bringing the total network to 4,011 km. Key transmission lines, including Karuma-Kawanda, Karuma-Olwiyo, and Karuma-Lira, have been completed. With Shs. 1.3 trillion allocated for electricity interventions, Uganda’s power sector is poised for sustained growth, enhancing reliability and stability, and driving economic development.

With good health policies implemented by the Government of Uganda, Children’s Surgical Hospital Entebbe has made remarkable strides in providing quality pediatric care, bridging the gap in surgical services for children. In partnership with EMERGENCY, the hospital has performed 4,208 life-changing surgeries and provided 41,148 specialized consultations since 2021, addressing birth defects, urological issues, and other critical conditions. By tripling Uganda’s pediatric surgery beds, the hospital has significantly enhanced the country’s capacity to address pediatric surgical needs. The Government of Uganda’s commitment to healthcare transformation is evident in the hospital’s state-of-the-art facilities and training programs for local healthcare professionals. This collaboration demonstrates Uganda’s determination to ensure accessible, quality treatment for all children, reducing mortality rates and improving life chances. H.E Yoweri Kaguta Museveni has been a champion of promoting the attainment of the East Africa Community integration agenda, successfully eliminating Non-Tariff Barriers and fostering economic growth. Under his leadership, the region has made significant strides, including the establishment of the Common Market in 2010 and the implementation of the East African Monetary Union Protocol.¹ The East African Community’s economic growth has been impressive, with intra-EAC trade increasing and intra-EAC Foreign Direct Investments (FDI) also on the rise. Additionally, the community has made progress in areas such as mutual recognition of standards, One Stop Border Posts, and the elimination of internal tariffs. The EAC has also established various Sectoral Councils to oversee policy issues in the regional integration progress and has passed several community laws through the East African Legislative Assembly. Furthermore, the community is working towards achieving a Single Customs Territory, enhancing domestication and implementation of regional commitments, and attaining a single currency.

As President Museveni aptly puts it, “The Intelligence is the eyes, ears, and the nose of the Army”. Under his guidance, Uganda has experienced economic growth, improved infrastructure, and increased access to education and healthcare.² The country has also made significant strides in regional politics, promoting integration and cooperation among African nations. These achievements demonstrate President Museveni’s commitment to transforming Uganda into a secure, well-governed, and developed nation.

Chief of Defense Forces (CDF), Uganda Peoples Defense Forces (UPDF)
The Government of Uganda under the dedicated leadership of H.E Yoweri Kaguta Museveni has achieved remarkable milestones in building and strengthening the Uganda People’s Defence Forces (UPDF). Established to defend and protect Uganda’s sovereignty and territorial integrity, the UPDF has transformed into a modern, professional, efficient, and accountable force, thanks to Museveni’s vision.As a non-partisan, national, patriotic, professional, disciplined, and productive force, the UPDF operates under civilian authority, ensuring a safe and secure environment for all Ugandans. Key achievements include preserving sovereignty, cooperating with civilian authorities during natural disasters, fostering civil-military harmony, and engaging in productive activities for Uganda’s development. Under Museveni’s leadership, Uganda has witnessed improved civil-military relations since 1986, earning him recognition as a Ugandan Peace and Development Champion.

The Government of Uganda under the dedicated leadership of H.E Yoweri Kaguta Museveni has made significant strides in empowering its citizens through various initiatives. The establishment of the National Youth Council in 1993, National Women’s Council in 1993, and National Council for Disability in 2003 demonstrates Museveni’s commitment to promoting social equality and development. These councils have played crucial roles in organizing, mobilizing, and engaging respective groups in development activities. Additionally, the Emyooga initiative has created over 380,000 employment opportunities and allocated Shs. 100 billion for the 2023/2024 financial year, showcasing the government’s focus on job creation and economic growth.

Chairperson- The Presidential Advisory Committee on Exports and Industrial Development (PACEID) The Government of Uganda under the dedicated leadership of H.E Yoweri Kaguta Museveni has achieved remarkable success in promoting economic growth through export promotion. Uganda’s exports surged by 34% to USD 7.471 billion in the year ending April 2024, driven by significant increases in gold, coffee, oil re-exports, and manufactured products. Key destinations include EAC (29%), COMESA (29%), Middle East (24%), and Asia (20%). Value addition initiatives have yielded positive results, with cement, sugar, plastic products, soap, and beer exports contributing substantially. Additionally, Foreign Direct Investment inflows reached USD 2.46 billion in FY2022/23, with USD 1.27 billion more attracted by December 2023/24, while remittances from Ugandans abroad increased to USD 1.43 billion in 2023.

With a projected GDP growth of 6% in the 2023/24 financial year, Uganda surpasses Sub-Saharan Africa’s average of 3.8% and the global average of 2.9% for 2024. The economy’s size has increased to Shs 202 trillion (USD 53.3 billion), with each citizen’s potential GDP per capita at USD 1,146. Key sectors – services, agriculture, and industry – are estimated to grow at 6.6%, 5.1%, and 5.8%, respectively, driven by robust recovery in retail, tourism, manufacturing, and agriculture. President Museveni’s vision for “Full Monetisation of the Uganda’s Economy” through commercial agriculture, industrialization, and digital transformation has contributed to this success.
